Regulations
Tertiary decree

Energy - climate law
The Energy-Climate law of 2019 imposes an obligation for energy renovation of existing homes. Dwellings classified F and G on the energy performance diagnosis (DPE) are considered “thermal sieves” and must be renovated to reach class D.
APER law
The ApER law requires that car parks of more than 1,500 m² associated with the residences of social landlords be equipped with photovoltaic panels covering at least 50% of their surface area by 2026.
LOM law
The LOM law requires the installation of charging stations for electric vehicles in social housing car parks with more than 20 spaces. These facilities must represent at least 5% of parking spaces by 2025.

Chaumont Habitat's real estate portfolio included a large number of residences and housing classified F or G. Thanks to insulation work, boiler room work, installation of low-energy bulbs and radiators, the social landlord is now classified D on the DPE. Our client was able to continue renting out his real estate portfolio.

Financing the energy transition
Focus on public market with purchase order
The purchase order market is a framework contract used by social landlords to meet recurring needs for supplies, services or works. It allows orders to be placed flexibly and staggered without restarting a tender procedure each time. This type of market sets unit prices and general conditions, with a minimum and maximum amount.
Social landlords can thus optimize costs, simplify simplified management, and quickly initiate energy renovation work, while respecting the Public Order Code.
EEC
The Energy Savings Certificate (EEC) system requires energy suppliers to make energy savings to compensate for their so-called “polluting” activities. They must promote energy efficiency among social landlords, by indirectly financing energy efficiency work.
