9 self-consumption photovoltaic power plants for the Loir-et-Cher department and its colleges

AN EXEMPLARY INITIATIVE TO MITIGATE THE IMPACTS OF THE ENERGY CRISIS

Philippe Gouet, president of the Loir-et-Cher Departmental Council, unveiled this Tuesday, October 18, the first of the 9 photovoltaic power plants planned for commissioning in 2023 on the 8 colleges and the Departmental Archives building. These 9 power plants built by Enerlis, SMAC and Artelia for self-consumption will cover 82% of the electrical needs of these 9 buildings, thus limiting the additional costs linked to the increase in energy prices in 2023.

TAKE ADVANTAGE OF THE RENOVATION OF COLLEGE ROOFS TO PRODUCE ENERGY AND CONSUME IT LOCALLY

Aware of the trend increase in energy prices for several years, the president of the Department of Loir-et-Cher and his team launched a project to install photovoltaic power plants for individual self-consumption to meet the electrical needs of 8 colleges and of the departmental archives building.

The 8 colleges also required renovation of the waterproofing of their roofs, which made it possible to conveniently pool renovation work and a real strategy of local energy production and self-consumption with the installation of aggregated power. of 1.7MWp. The electricity production linked to the power plants will be capable of meeting the needs of buildings equivalent to the average annual consumption of 360 homes in France.

The buildings will consume 23% of the power produced by the 9 power plants, thus reducing energy consumption from electrical networks. The rest of the power plants' production will be re-injected into the electricity grid.

Ultimately, 100% of the colleges' consumption will be covered thanks to the installation of future power plants which will reinforce the installations already in place. These projects respond to the department's desire to build an ambitious plan to reduce its consumption and produce carbon-free energy.

LIMIT THE IMPACTS OF THE ENERGY CRISIS BY EXPLOITING THE SOLAR POTENTIAL OF PUBLIC BUILDINGS

Energy prices have experienced an exponential increase since the end of 2021, from which
local authorities are not protected by the government's price shield mechanism. Only communities with a long-term supply contract are potentially protected.

Faced with this situation of energy crisis comparable to the oil shock of 1973, energy sobriety efforts are being put in place in the short term, but a structural approach to local energy production proves to be the best alternative to limit the impact on the public finances of the department.
In 2023, the supply price of the MWh according to the Energy Regulatory Commission is estimated at €400 and €500*, i.e. a 10-fold increase in the price a year previously. Furthermore, the price of the MWh produced on average in France by photovoltaics is estimated at €100 per MWh.

The Return on Investment of the 9 photovoltaic plants is already drastically reduced by taking into account the market prices to which local authorities will be exposed in 2023.

RAISING STUDENTS, AGENTS AND OFFICIALS AWARENESS OF ENERGY CONTROL AND THE NEED TO DECARBONIZE OUR ACTIVITIES

The approach of this project also involves real reflection on the decarbonization of the
department's activities with awareness raising among department agents,
national education officials and students. Territories such as the Loir-et-Cher department thus contribute to achieving the objectives of reducing Greenhouse Gases (GHG) in order to respect the overall trajectory of +1.5°C and carbon neutrality in France for 2050.

As a relay of national policies at the local level, the president of the Loir-et-Cher department affirms through this project the essential role of local authorities in the fight against global warming
and the limitation of its effects on their citizens. .
