Early termination of the “helping hand” system

The decree relating to the terms of the 5th period of the Energy Savings Certificate (EEC) system and the early termination of the “Coup de Pouce” Insulation and Heating” systems dated April 13 and published on April 16 in the Official Journal is very penalizing for social landlords.

The end of the High Precariousness bonus will reduce the valuation of CEE from rehabilitation and maintenance work by an average of 38%. To benefit from the maintenance of the High Precariousness bonus, operations must be initiated no later than December 31, 2021 and completed before May 1, 2022.

The decree also modifies the conditions of application of the Coup de Pouce system, by formalizing the early end of this financial aid for the energy transition for three distinct types of work:

  • Insulating attics or low floors
  • Replacing a gas boiler with a very high energy performance boiler
  • The installation of efficient electric radiators with electronic regulation in place of non-efficient electric radiators

To benefit from this funding, the work must have been started before June 30, 2021 and be completed before September 30, 2021. By way of derogation, work started before February 8, 2021 will benefit from an additional period and must be completed on the 8th. February 2022 at the latest.

The premature end of Coups de Pouce deprives social landlords of the full financing of several tens of millions of euros of work, and their tenants of a substantial reduction in their charges.
