developments in the 5th period of the cee

The objective of carbon neutrality in 2050 precisely decreed by the Climate Energy law of 2019 implies that the State puts in place strong incentive systems. One of the challenges of the energy transition is the renovation of buildings. The Energy Savings Certificates or CEE system, which came into force in 2006, represents one of the main levers of the policy to reduce housing energy consumption.

THE 5TH EEC PERIOD AND ITS OBJECTIVES

Every four years, a new CEE period is initiated and the public authorities then set new objectives. From January 1, 2022 and for a period of 4 years, we will therefore move on to the 5th period.

The main regulatory texts setting the P5 objectives which will run until the end of 2025 have just been put out for consultation: the overall volume of energy savings obligations to be achieved is progressing to around 2,400 TWh*, increasing by 12.5% ​​compared to the 4th period (2018-2021). The Ministry of Ecological Transition specifies that “the system will make it possible to mobilize around 20 billion euros over the period 2022-2025 in favor of energy saving actions”.

EARLY END OF INSULATION AND HEATING “BOOSTS”

In addition to these developments, the draft order for the 5th period of the EWC system modifies the terms of application of the “COUP DE POUCE” by announcing an early end to the Coups de Pouce Insulation and Heating from July 1, 2021.

The work to insulate attics and low floors, the replacement of a conventional gas boiler with a very high energy performance gas boiler, and the replacement of electric convectors with efficient electric emitters are concerned.

To continue to benefit from the Coup de Pouce system, it is therefore essential that the work be started before June 30, 2021 and completed before August 31, 2021 for insulation and October 31, 2021 for heating.

Also note that from January 1, 2022, the income criteria to benefit from EEC bonuses will also be redefined: only “Extremely Energy Poverty” households will continue to benefit from them. “Energy Poverty” households will only benefit from the general system and their aid will thus be reduced by half.
